Gazprom does not have enough gas?

The European Commission said that gas deliveries to Italy via the Austrian border were down 10 percent from normal levels.
For its part, Gazprom announced that the pumping capacity of the Blue Stream pipeline (via Turkey) is operating at full capacity, and the gas flow capacity of the Yamal-Europe pipeline has been increased by 20%.
Last year Russia supplied 150 billion cubic meters of gas to Europe and plans to increase this year to 164 billion cubic meters.
